LEMR Training Requirements

Required Emergency Management Training

The regulation allows the Managing Director of the Alberta Emergency Management Agency to prescribe required emergency management courses.

Training is required for the following:

  • Local authority elected officials
  • Local authority directors of emergency management
  • Local authority employees who have an identified role in the community’s emergency management plan

Local Authority Elected Officials

All local authority elected officials are required to complete the Municipal Elected Officials Course.

Municipalities and Métis Settlements

Elected officials in municipalities and Métis Settlements must complete the required course within 90 days of taking the official oath as required by section 156 of the Municipal Government Act or section 23 of the Metis Settlements Act, or by January 1, 2021, whichever is later.

Improvement Districts

If a council has been established, each councillor must complete the required course within 90 days of being appointed, or by January 1, 2021, whichever is later.

In the case of an improvement district where a council has not been established, each person to whom the Minister has delegated powers or duties under the Emergency Management Act as a local authority must complete the required course within 90 days of being delegated those powers or duties, or by January 1, 2021, whichever is later.

Special Areas Board

Each member of the Special Areas Board must take the prescribed course within 90 days of being appointed to the Board, or by January 1, 2021, whichever is later.

Directors of Emergency Management

The following courses must be completed within 18 months of being appointed as the director of a local authority’s emergency management agency, or by July 1, 2020, whichever is later:

  • Basic Emergency Management
  • Incident Command System 100, 200, and 300
  • The Director of Emergency Management Course

Employees

Employees who have been assigned responsibilities respecting the implementation of the local authority’s emergency plan during an emergency or exercise response must complete the following courses within 6 months of being identified for a role in the local authority’s emergency plan, or by January 1, 2020, whichever is later:

  • Basic Emergency Management
  • Incident Command System 100
  • Date modified: 2018-12-03
